Meeting Actions: 1. Action for Secretariat: Email NBC JAG website link and ENGO meeting presentation to members. 2. Action for Secretariat: Make a list of data that is available from the government agencies and the ENGO for sharing. 3. Action for Secretariat: Gather and distribute information that was discussed in the workplan with a deadline of the end of September. Formulate the gathered information into a summary. 4. Action for Secretariat: On upcoming agendas include an area to discuss news from the government agencies and an area for questions and answers from the previous meeting. 5. Action for Secretariat: Collect information on nutrient monitoring and distribute to the NBC JAG members. (This work may occur as a mapping project in the new fiscal year.)
S. Farquharson (Co-Chair) brought the meeting to order. Roundtable introductions were conducted. S. Farquharson went briefly through the meeting actions from the January 26, 2007 NBC JAG meeting. The actions were approved. · Response: M. Janowicz stated Ed Parker would be the person at the Department of Environment to talk to regarding nutrients around finfish aquaculture hatcheries. M. Janowicz suggested the Department of Fisheries and Oceans would be the ones to question regarding shellfish aquaculture. M. Janowicz mentioned the Southern Gulf of Saint Lawrence (SGSL) Coalition is doing a study this summer on nutrients in the Northumberland Strait area. Also, the Northumberland Strait Ecosystem Working Group is looking at sedimentation from rivers (mostly on PEI) affecting the species that live in the middle of the Strait.
L. Barrett discussed a meeting held on March 13, 2007 for coastal environmental non-governmental organizations (ENGO). Also discussed were surveys the ENGOs submitted after the meeting with regards to suggested habitat/resource management projects. · Response: N. Comeau stated the projects suggested by the ENGO are great ideas, however without funding there is no way to complete them. N. Comeau also asked for clarification if the coastal zone included bays and estuaries. · Response: S. Farquharson indicated the NBC JAG mandate states, “to address issues, which impact the sustainability of coastal communities of New Brunswick”. · Response: J. Gauvin suggested that from previous meetings there was an understanding that the NBC JAG would be able to help provide data transfer from government agencies to coastal ENGOs, not provide funding. J. Gauvin explained that coastal ENGOs find it difficult to gather information from government agencies and that has an impact on projects. · Response: M. Janowicz stated the government agencies feel it is difficult to gather information from the ENGOs as most of the data is not in a digital format. · Response: N. Comeau suggested that resources such as extra staff are required for data entry into digital formats. N. Comeau also mentioned that different agencies have different formats for gathering information, which makes it difficult to share the information. · Response: S. Farquharson stated she envisioned NBC JAG as a forum where coastal ENGOs could come to gather assistance and information from government agencies. · Response: M. Janowicz stated mutual cooperation was what the NBC JAG would be able to provide, not necessarily funding. · Response: H. Collins stated his expectations were that funding options would get better through this venue. · Response: R. Gallant asked if there is one monitoring tool that could be used for all government agencies so that all information can be shared. · Response: S. Farquharson stated that this has been attempted many times with no luck.
L. Hildebrand discussed the Logic Model that he prepared for the NBC JAG. · Response: M. Janowicz stated that she does not see NBC JAG as action oriented but as a facilitator for the ENGOs. · Response: N. van der Pluijm stated that the “A” in JAG stands for action and in previous meetings it was discussed that keeping “action” in the name was important. N. van der Pluijm suggested that the actions were not necessarily going to be completed by the NBC JAG group but the partners within the group and being pushed forward by the group. · Response: L. Hildebrand wondered if the Logic Model was still relevant to the NBC JAG. · Response: Members of the group felt that the Logic Model should be kept and used as a reference tool when needed.
S. Farquharson reviewed the Terms of Reference with the attendees.
S. Farquharson took the attendees through an exercise to develop a workplan for the NBC JAG.
N. van der Pluijm brought up the membership of the NBC JAG and whether all the ENGOs were to be added to the committee list. · Response: S. Farquharson indicated that in the Terms of Reference the word “minimum” was added beside the ENGOs to allow for as many to attend as required.
J. Gauvin suggested that on upcoming agendas there be a section for news from the agencies and a section to go over questions and the subsequent answers from previous meetings. · The members agreed to these additions to upcoming agendas.
L. Hildebrand provided a copy of “The Federal – Provincial Coastal Management Framework in New Brunswick” and posed the question, “where, if anywhere, does the NBC JAG fit?”. · S. Farquharson discussed this framework the role that the SWNB Marine Resources Planning Initiative has in the framework. S. Farquharson suggested that Roland Cormier should perhaps be contacted regarding the Gulf Marine Resource Planning Initiative.
The date for the next NBC JAG meeting was suggested for October 2007.
